The Bill (Reg.№4175) envisages the amendments to the Criminal-Procedural Code of Ukraine, the laws "On Security Service of Ukraine", "On Fighting against Corruption" according to which Security Service of Ukraine is deprived of the authority of fighting against corruption, organized crime, economic crimes. Also it is envisaged that Security Service of Ukraine should be deprived of the authority to investigate the corresponding criminal cases.During the discussion the Members of the committee expressed number of remarks regarding the bill. In particular it was declared that "the attempt of the author to represent the suggested amendments as the realization of the constitutional norms is groundless and is not based on the Constitution principles", as it does not contain norms that would determine the SSU authorities.
The People´s Deputies stressed that that functions (basic principles of activity) of Security Service of Ukraine and its authorities are necessary for the implementation of the functions, are determined not directly by the Constitution of Ukraine but by the Verkhovna Rada of Ukraine through the adoption of the corresponding laws. The Members of the Committee deem that the suggested it the bill way of Security Service of Ukraine reformation is fragmental that may lead to the complications concerning the national state of the country. It was declared during the meeting that the SSU reformation should be realized together with the reformation of the whole law enforcing system of Ukraine basing on the previously cording conception.
